Ready-to-Combine Self-Assessment
Score 27 statements across four readiness dimensions. Each dimension is read as a percentage of its own maximum: 75%+ is HIGH, 50–74% MODERATE, below 50% WEAK. The profile routes you to a play, a tool, or the RMO setup roadmap.
Serves
The decision to proceed, to defer, or to build capacity first

How to use this tool
- Fill it at project kick-off, before committing to a combined-instrument trajectory — the lead PI or coordinator answers, with input from finance, HR and IP.
- Score each statement 2 for ready, 1 for partially ready, 0 for not ready. Read each dimension as a percentage of its own maximum: 75% and above is HIGH, 50–74% MODERATE, below 50% WEAK.
- The four-dimension profile routes you onward: a high profile goes straight to the Pathway Planner, a weak consortium sends you into Play 2 or Play 7 first, and no grant-management function sends you to the RMO setup roadmap before any play is chosen.
- The grid is deliberately simple. Complex scoring produces false precision; the profile is generic enough to be honest and specific enough to be useful.

Strategic readiness
A 3-year R&I strategy wider than any single project, approved by senior leadership, with a named sponsor. The proposed combination of instruments must derive from that strategy.
S1We have a written 3-year R&I strategy signed off by senior leadership.
S2The strategy names specific Turkish national priorities (e.g. NTS 2023–2030, a Development Agency framework, a sector Master Plan).
S3An internal sponsor at director or equivalent level has committed to the strategy implementation.
S4The proposed combination of instruments is derived from this strategy, not assembled from open calls.
S5The expected goal is stated in a clear and understandable way.
S6The strategy has been reviewed within the last 12 months.
Interpretation grid
Score all 27 statements to generate your routing. The grid maps the four-dimension profile to one of seven patterns.
Reference: the seven routing patterns
All four dimensions ≥ 75% — High-readiness profile. Proceed directly to the Pathway Planner for the selected play.
Institutional < 50% with I1 not ready — No grant-management function. Set up a Research Management Office before selecting a play; complete the Phase 1 and Phase 2 exit tests before attempting a combined-instrument trajectory.
Strategic ≥ 75%, Consortium < 50% — Strong intent, weak partner base. Enter Play 2 (Widening Leadership) or Play 7 (Civil Society and Community Innovation) first to build the partner base, then revisit the Pathway Planner.
Institutional ≥ 75%, Compliance < 50% — Capable delivery, fragile defences. Complete the Risk Cards and the Cost-Separation Matrix before any submission.
Consortium ≥ 75%, Strategic < 50% — Active consortium, no anchor strategy. Pause external activity; resolve strategic readiness at board level before committing the consortium.
Compliance ≥ 75%, any other < 35% — Defensible but not deployable. Complete the weakest dimension before engaging partners; compliance strength does not compensate for absent strategy, institution or consortium.
All four < 50% — Entry-level profile. Focus on a single-instrument trajectory (TÜBİTAK 1001, Erasmus+ KA2 or similar) as a capacity-building step before attempting a combined-instrument play.
Practical tip
The dimensions can be adapted to the requirements of each organisation — organisations of different sizes and complexities have different needs. Treat this list as a starting point and design your own grid based on your own priorities.
